Phil Russell acted as a Commercial Manager for the London Underground PPP (Public Private Partnership), carrying out the establishment, management and maintenance of cost control, monitoring and reporting systems within the Government’s £150m project budget.
This involved controlling a vast array of internal costs, including the activities of approximately 600 people and several external consultancy firms.
